White Paper on Achievements and Challenges of Business Environment Reforms (with an Exclusive Focus on SME)

The objective of this White Paper is to assess economic policies, particularly in the SME
sphere, which have been executed or partially executed by donors and the Government
to date, and policies that still need to be devised or implemented. The Paper should help
orient and alert policy-makers to unresolved, continuing bottlenecks and to new
challenges that will emerge over the next several years.
