Without a doubt, the EWRC can play a major role in developing a country-specific methodology for Bulgaria, which can measure the scope, and, if possible, the degree, of energy poverty in the country. However, the Commission must abstain from using the regulated prices of electricity as a tool to support the energy poor households in the country as this is against both the logic and the letter of the letter of both the European and Bulgarian legislation.

 

Structural Deficiencies, Regulatory Policy and National Regulator Malpractice in the Electricity Sector in Bulgaria

Although the legal and regulatory framework in Bulgaria is generally in line with the good practices outlined by the European law, by and large they remain on paper and are not put into practice. In recent years it has become an established practice for the Bulgarian Regulator to openly violate European and national law, its own Ordinances, and even long-term contracts and obligations. The following report aims to outline some of the deficiencies in the regulatory process and the outright malpractice on behalf of the national regulator in the electricity sector, without claiming to be exhaustive.

 

Natural Gas from Shale: Socioeconomic Impacts for Bulgaria

The purpose of this report is to outline opportunities that could be potentially missed by Bulgaria.  We examine the direct, indirect and induced impacts of shale gas exploration and production on the economy, the employment tax revenues of the state and local budgets, and the probable side effects of greater energy diversity and securityBulgaria’s citizens and economy, which currently pay higher price for natural gas relative to their income, are likely to benefit from shale natural gas production in the country. This report articulates what are the costs and benefits of such perspective, and most importantly, describes the knock-on effects that shale natural gas production will cause on Bulgaria’s economy and welfare.
