We have selected the widest used international indexes which trace out the development of societies. The main goals of this analysis are to show where Bulgaria stands, to offer an overview of its improvement through the years, of the opportunities for reform, and to suggest recommendations which, if applied in practice, would bring about higher prosperity and standard of living, and would ease up the country’s efforts to handle the crisis.

Subsidies and Tax Relief Harm Bulgarian Agriculture
In the last ten years, the share of the agricultural sector in GDP has decreased by five times, despite the sustained growth of the Bulgarian economy. This development is surprising given the active support to sector.
Forms of supports to agricultural producers in the period 2001-2007 consist mainly of tax relief and subsidies totaling over 2.5 billion leva.

EXPECTED LONG-TERM BUDGETARY BENEFITS TO ROMA EDUCATION (BULGARIA - 2007)
This analysis estimates the expected long-term benefits to investing into Roma education in
Bulgaria. By budget benefits we envisage the direct financial benefits to the education to the
national budget. The basic perception is that investing extra money into Roma education
would pay off even in fiscal terms. In order to be successful, investments should take place in
early childhood. Successful investments are also expensive, but if it is done the right way,
such investments compensate the costs in terms of extra tax benefits in the future. This study
looks at the expected budgetary benefits of a successful investment. However, it does not deal
with how to achieve success.
